□ 보고서는 '영국이 우크라이나의 지상전, 드론, 하이브리드 전쟁의 경험에서 교훈을 얻어 자체적인 현대전 방식을 개발해야 한다'고 강조함
ㅇ 신규 핵탄두 프로그램, 공격용 잠수함 최대 12척 건조, F-35 전투기 조달 및 6세대 전투기 개발 등 고비용 군 장비·무기에 투자가 필요하다는 주문도 포함됨
ㅇ 보고서는 육군 병력 목표를 현재의 7만3천명에서 높이기보다는 첨단 기술을 활용하면 전투력을 10배 높일 수 있다고 전망함. 그러면서 주력전차 챌린저 2, 주력 자주포 AS90, 탄약 등이 최근 우크라이나에 제공됐고 1990년대 이후 새로 공급되지 않고 있다고 짚음
ㅇ 보고서 공동 저자인 리처드 배런스 장군은 '이는 150년 만에 영국군에 가장 중대한 변화'라고 설명함
□ 키어 스타머 총리는 전날 이번 보고서 발표를 계기로 한 연설을 통해 '영국은 전투 준비가 되고 철갑을 두른 국가가 돼야 한다'며 '국방에 근본적 변화를 이루겠다'고 밝힘
ㅇ 현재 국내총생산(GDP) 대비 2.3% 수준인 영국의 국방비를 2027년 2.5%로, 다음 의회 회기에는 3%로 증액하겠다는 이전 발표도 재확인함
