- NSE는 8개의 연구·생산시설로 구성된 정부 소유·민간 운영 체계(Government-Owned, Contractor-Operated, GOCO) 를 따르고 있으며, 핵무기 설계·생산·수명 연장·수송·안전 점검까지 전 주기를 관리함
□ 현재 미국은 노후화된 핵무기 체계와 관련 인프라를 세대교체 수준으로 현대화하고 있으며, 2025 회계연도 기준 NNSA의 무기활동 예산은 199억 달러에 달함
- NNSA는 7개의 핵탄두 현대화 사업을 추진 중이며, 그 중 W87-1과 W80-4, W93 등이 핵심 프로젝트임
- 플루토늄 핵심부(pit)의 생산 재개, 삼중수소(tritium) 생산, 리튬·우라늄 가공 설비의 구축도 중요한 과제로 언급되며, 2024년에는 W87-1용 핵심부의 첫 완제품 생산도 이루어짐
□ 미 의회의 주요 쟁점으로는 NNSA와 DOD 간 협조, 핵억지력 위험관리 전략 수립, M&O 계약자들과의 관계, 인력 부족 문제, 대규모 건설사업의 지연 및 예산 초과 문제 등이 제시됨
□ 2024년 10월 NNSA가 발표한 『Enterprise Blueprint』는 NSE를 어떻게 현대화·확장·재건할 것인가에 대한 향후 25년간의 계획을 제시하며, “맨해튼 프로젝트 이후 가장 큰 임무를 수행 중”이라는 점을 강조함
