□ 이번 계획은 트럼프 대통령이 집권 2기 취임 나흘째인 지난 1월 23일 서명한 '미국의 AI 리더십 장애물 제거' 행정명령에서 180일 이내에 수립하라고 지시한 것
- 집권 2기 행정부를 출범시키자마자 발 빠르게 지시한 이 행정명령은 글로벌 패권 경쟁국인 중국과의 AI 패권 경쟁에서 앞서기 위한 조처로 풀이되었음
□ AI 행동계획의 구체적인 내용은 다음과 같음
ㅇ 상무부와 국무부가 산업계와 협력해 하드웨어, 모델, 소프트웨어, 애플리케이션, 표준 등을 포함한 안전하고 완전한(full-stack) AI 수출 패키지를 전 세계 우방국과 동맹국에 제공할 것
ㅇ 데이터 센터와 반도체 팹(생산공장) 허가 절차를 가속화하고 현대화하며, 전기 및 냉난방 공조(HVAC) 등 수요가 높은 인력 확충을 위한 새로운 국가 이니셔티브를 수립하는 것
ㅇ AI 개발 및 배치를 방해하는 과도한 연방 규제를 제거하고 규제 제거를 위한 민간 부문 의견을 수렴할 것
ㅇ 연방 조달 지침을 개정해 최첨단 거대언어모델(LLM) 개발자와 계약할 때 객관적이고, 톱다운(top-down) 이념 편향으로부터 자유로워야 할 것
- 이는 미국 보수 진영에서 그간 일부 기술 기업이 진보 편향이 내재된 AI를 개발해왔다고 비판해온 점을 고려한 것으로 보임
□ 트럼프 대통령은 AI 행동계획 공개 이후 같은 날 워싱턴DC에서 열린 'AI 경쟁 승리 서밋' 행사의 연설에서 '미국이 AI 경쟁에서 승리할 것'이라고 선언했으며, 이후 무대에 마련된 책상으로 옮겨 AI 관련 행정명령 3건에 서명함
