America's altered perception of alliance throughout the first year of the Trump administration made no small modifications in the architecture of alliance. Despite a committed promise to boost defense spending to five percent of GDP, NATO remains in a state of unrest, while the ROK-U.S. alliance has consolidated its solidarity as a result of last year’s push to craft a basic formula for alliance modernization. The creation of the basic formula demonstrates South Korea’s successful adjustment to a shift in alliance priorities from threat-sharing to profit-sharing, which the Trump administration puts more emphasis on. The country’s adaptability was mainly driven by its shipbuilding industry and other assets that provided leverage with the U.S. One must understand that designing the basic formula is merely the initial step, rather than the end game of managing alliance risks. Thus, it is imperative to pursue the formula’s execution phase on firm ground. To do so, efforts to tell tensions from risks and to proactively manage and address them are a necessity. Potential risks involving ROK-U.S. joint exercises and strategic flexibility still exist, with signs appearing that such strategic flexibility could be embodied during the Iran war. Moreover, as seen when the U.S. floated a reconfiguration of alliances amidst the War in Iran, external variables perpetually impact the unity of alliances. To thread these needles beforehand, South Korean authorities should evaluate the security strategy under the Trump administration and dissect an operating mechanism for the modernization of the ROK-U.S. alliance.
