Options for Strengthening ROK Nuclear Assurance
(한국에 대한 핵보장 강화 방안)

아산정책연구원과 랜드(RAND) 연구소는 지난 1년간 “한국에 대한 핵보장 강화 방안(Options for Strengthening ROK Nuclear Assurance)”이라는 공동연구를 수행하였다. 동 연구는 2021년 발표한 “북핵 위협, 어떻게 대응할 것인가(Countering the Risks of North Korean Nuclear Weapons)”의 후속연구이다.

지금까지 북핵 위협에 대한 주요 대응방안의 하나는 미국이 ‘핵우산(Nuclear Umbrella)’을 한국에 제공하겠다는 것이었다. 그러나, 북한의 핵능력이 고도화되면서 미국의 핵우산에 의구심이 커지고 있다. 이러한 배경에서 한국 내에서는 독자핵무장에 관한 지지가 높아지고 있다. 따라서 본 연구는 북핵위협이 변화함에 따라 이에 대응하는 방안도 변화해야 한다는 점을 고려하여 한국에 대한 핵보장 강화를 위해 한국과 미국이 한국의 독자 핵무장 이외의 어떤 방안들을 택해야 하는지를 다루고 있다. 북한이 급속히 핵능력을 확장하고 워싱턴을 위협하는 상황 하에서 시간은 더 이상 한국과 미국 편이 아니므로, 조속히 북핵 억제와 한국에 대한 확실한 보장이 가능한 방안을 강구해야 한다.
