- 청년 실업률 13%는 코로나19 대유행 이전인 2019년 실업률(13.8%)보다도 0.8%포인트 더 감소한 것이며, 지난해 전 세계 청년 실업자 수는 6천 490만 명으로 추산함
□ 그러나 보고서는 개선된 수치에도 불구하고 소득에 따른 지역별 격차와 성별 불평등 문제, 일자리의 질 문제가 있다고 지적함
- 보고서는 지난해 청년 실업률 평균은 2019년보다 낮으나, 아랍 지역과 동아시아 및 동남아시아, 태평양 지역 등지에서는 지난해 청년 실업률이 2019년보다 높다고 짚음
- 일을 하지 않고, 교육이나 훈련도 받지 않고 있는 '니트(NEET)' 상태가 전 세계 청년의 20.4%에 이른다고 지적하였으며, 이 상태의 청년 가운데 3분의 2는 여성이라고 언급함
- 청년들의 고용이 개선되고 있으나, 양질의 일자리를 얻을 기회는 여전히 부족하며, 특시 여성들에게 고용이나 교육 참여 기회가 제대로 제공되지 않고 있다고 해석함
- 지난해 전 세계 청년 노동자의 절반 이상은 비정규직에 종사하고 있고, 저소득 국가에서의 청년들은 4명 중 3명꼴로 자영업 관련 직종이나 임시직에 종사함
□ 국제노동기구는 국제적인 협력과 공공·민간 파트너십, 개발자금 조달 등을 통해 지역별 일자리 불평등을 해소해야 하고 각국은 젊은 여성을 위한 일자리 창출을 목표로 하는 투자 증대, 청년의 노동시장 참여를 돕는 프로그램 강화 등을 추진해야 한다고 제안함
