□ 세계은행은 8월 1일(현지 시간) 「2024 세계개발보고서* : 중진국** 함정(2024 World Development Report : middle-income trap)을 발표하고, 한국을 '중진국 함정(middle-income trap)'을 극복한 대표적 사례로 언급함
* 세계은행에서 '78년부터 매년 개발 협력 관련 특정 주제를 선정하여 정책적 함의 등을 분석하는 보고서임
** 세계은행은 2022년 1인당 국민총소득(GNI) 기준 하위 중소득국(1136~4465달러)과 상위 중소득국(4466~1만 3845달러)을 중진국으로, 그 이상을 고소득국으로 정의함


□ 세계은행은 중진국 함정 극복을 위해 투자(Investment), 기술 도입(Infusion), 혁신(Innovation) 3가지가 모두 필요하다는 '3i 전략'을 제시함
 - 세계은행은 한국이 이 3i 전략을 효과적으로 활용하여 1인당 GNI가 '60년 약 $1,200 이하에서 '23년 약 $33,000 수준으로 급격하게 성장한 '성장 슈퍼스타'이며, 한국 경제 발전사는 개도국 정책 입안자의 '필독서'라고 소개함
 - 한국은 금융시장 개방 및 외국 자본 유치 등을 통해 인프라 투자 확대, 해외 기술의 도입 및 R&D, 교육 등에 대한 적극적인 투자를 통해 효과적으로 생산성 제고, 금융, 재벌 등에 대한 포괄적인 개혁을 통해 시장 담합과 지배력 집중을 완화하는 등 경쟁시장 조성 및 국내 벤처기업 육성 등 위기를 기회로 전환한 혁신 등이 한국의 성공 배경이라고 평가함

□ 세계은행은 최근 지정학적 긴장으로 인한 무역과 투자의 위축, 포퓰리즘과 공공부채의 증가, 기후변화 등은 중진국 성장 전망을 더욱 어둡게 하고 있다고 경고하며 중진국 정부에 조언함
 - 3i 전략이 작동할 수 있도록 기존 사회 엘리트와 지배적 기업이 자원의 효율적 배분을 방해하지 않게 규율하고 제도를 확립해야 함
 - 시장개방 등을 통해 자본을 유입시켜야 함
 - 고등기술 개발 역량 강화와 함께 여성의 노동 시장 참여를 제고하여 노동생산성을 향상시켜야 함
 - 중소기업 과보호나 대기업을 옥죄는 것에서 벗어나 생산성이 높은 기업을 육성해야 함
 - 교육 시스템 구축 등에 대한 인적 투자를 강화함으로써 경제·사회적 이동성을 제고하는 등 혁신을 위한 사회적 기반을 구축해야 함
 - 탈탄소화 및 저탄소 시장 창출, 에너지 효율성 가속화 등을 통해 녹색 경쟁력 향상을 위한 정책적 지원이 중요함
