Upon its inauguration in 2025, the Lee Jae-myung administration outlined a North Korea policy centered on responding to North Korea’s nuclear and military provocations with strong deterrence, while simultaneously pursuing peace on the Korean Peninsula through dialogue and cooperation. The Lee government’s North Korea policy represents a significant departure from that of the previous administration, emphasizing a balanced strategy that integrates robust national security measures and sustained dialogue. Therefore, it is critical to closely examine how the South Korean public perceives North Korea and unification before the comprehensive implementation of the Lee administration’s initiative.

Since 2015, South Koreans’ perceptions of North Korea and unification have undergone notable changes in tandem with key regional developments, including North Korea’s evolving nuclear and missile capabilities and the fluctuating nature of inter-Korean relations. The temporary optimism during the 2018–2019 dialogue phase faded into renewed skepticism as talks stalled and Pyongyang, in 2022, legislated its nuclear weapons policy and declared a hostile two-state policy. In particular, North Korea’s declaration in late 2023 designating South Korea as its “principal enemy” and abandoning the concepts of unification and shared ethnic identity delivered a profound shock to South Korean society. Against this backdrop, this paper analyzes major public opinion surveys from 2015 to 2024 to trace changes in South Koreans’ perceptions of North Korea and unification. Through this analysis, the report seeks to assess public receptiveness to the current administration’s North Korea policy and to identify key considerations for future policy implementation.
