North Korea convened the 9th Congress of the Workers’ Party of Korea (WPK) in Pyongyang from February 19 to 26, 2026. The regime had previously announced, at the end of the preceding year, that the congress would be held in early 2026, and the final decision to schedule it for late February was reportedly made during the 27th Politburo meeting of the 8th Central Committee held on February 7.

The 9th Party Congress, held five years after the 8th Congress in January 2021, attracted significant scholarly attention in three respects. First, given that North Korea had acknowledged economic difficulties at the previous congress, attention focused on how it would characterize its economic performance and what future economic policy direction it would outline. Second, analysis centered on its messaging toward South Korea and whether institutional revisions reflecting the “hostile two-state” doctrine would be incorporated into the Party Charter. Third, attention was also directed to what message would be conveyed regarding the prospects for improving U.S.–North Korea relations to U.S. President Donald Trump, who has signaled that he may keep the possibility of dialogue open.

In light of the foregoing, this article aims to assess the key outcomes of the 9th Party Congress and changes in the elite structure, with particular emphasis on the three dimensions outlined above, by examining Chairman Kim Jong Un’s congress work report and relevant adopted resolutions, and to provide an outlook on North Korea’s future domestic and foreign policy trajectories.
